اثر درآمد بر کاهش سوءتغذیه در ایران: شواهدی بر اساس طرح آمارگیری از هزینه و درآمد خانوارهای شهری طی سال‌های ۱۳۸۷ و ۱۳۹۵

چکیده

موضوع سوءتغذیه یکی از چالش‌های سیاست‌گذاری در حوزه جمعیت و مقابله با فقر است. سوءتغذیه می‌تواند بهره‌وری و در نتیجه درآمد را کاهش دهد و منجر به تله‌ی فقر غذایی شود. عوامل اقتصادی-اجتماعی متنوعی روی سوءتغذیه اثرگذار است. افزایش درآمد خانوار می‌تواند یکی از عوامل موثر بر کاهش سوءتغذیه باشد. امّا این مهم تنها در صورتی اتفاق می‌افتد که میزان مصرف کالری و سایر درشت‌مغذی‌ها با درآمد افزایش یابد. در این مقاله کشش درآمدی کالری و درشت‌مغذی‌های پروتئین، کربوهیدرات و چربی برای مناطق شهری ایران به دو روش غیرپارامتریک و پارامتریک تخمین زده می‌شود. بدین منظور از داده‌های طرح آمارگیری از هزینه و درآمد خانوارهای شهری طی سال‌های ۱۳۸۷ تا ۱۳۹۵ برای محاسبه میزان کالری و درشت‌مغذی خریداری شده خانوار و نیز درآمد خانوار استفاده می‌شود. نتایج تخمین غیرپارامتریک نشان می‌دهد در دهک‌های پایین درآمدی با افزایش درآمد این کشش بزرگتر از صفر و معنادار است اما در دهک‌های بالای درآمدی نزدیک به صفر است. نتایج تخمین‌ پارامتریک نیز کشش درآمدی مقدار کالری و درشت‌مغذی‌ها را بین 0.18 و 0.27 نشان می‌دهد. در نتیجه سیاست‌های افزایش درآمد در ایران به بهبود وضعیت تغذیه کمک می‌کند.

Malnutrition is a big challenge in population and anti-poverty policy making. It could adversely affect productivity and lower income, which result in a food poverty trap. A diverse set of socio-economic factors affect malnutrition. Income growth could be an important factor in lowering malnutrition. However, a key requirement is that calorie and macronutrients demand also increase with income. In this paper we use parametric and non-parametric methods to estimate the income elasticity of calorie and macronutrients (protein, carbohydrates, and fat) for urban areas of Iran. We combine data from urban household income and expenditure surveys between 2008 and 2016 to calculate income, purchased calorie and macronutrients of households. The non-parametric results show that the income elasticity is significantly different from zero in low-income households but becomes insignificant in higher deciles. The parametric results show that the income elasticity of calorie and macronutrients are between 0.18 and 0.27. Thus, policies that enhance household income are effective in reducing malnutrition.
