English

Iran’s total fertility rate (TFR) has remained at or below replacement level over the past two decades. Increased female participation in education and the labor market is among the key factors influencing fertility behavior. This study aims to examine and project the impact of rising educational attainment and employment among women on fertility behavior in Tehran Province using Deep Neural Network (DNN) modeling and Agent-Based Modeling (ABM). To this end, time-series data (1996–2023) from the Statistical Center of Iran and microdata from the 2017 Iran Fertility Transition Survey (IFTS) for Tehran Province were utilized. Simulations were executed using MATLAB for the DNN model and AnyLogic for the ABM. Simulation results from both models indicate a sharp declining trend in fertility in Tehran Province over the coming decade; specifically, the TFR is projected to decline from 1.1 children per woman in 2023 to 0.97 in the DNN model and 1.03 in the ABM by 2033. Furthermore, leveraging ABM's scenario-building capabilities, two scenarios were simulated. The scenario results demonstrate that a 15% increase in women’s education and employment would further exacerbate the decline, reducing the TFR to 1.02 and 1.01, respectively, by 2033. Notably, in forecasting complex social systems, the focus is on identifying overall patterns and macroeconomic trends rather than exact numerical values. Based on these findings, policymakers are advised to prioritize providing supportive family measures and mitigating work-family conflicts, considering the anticipated expansion of female education and employment.
