The substantial increase in international migratory flows and its accompanying consequences present complex challenges for host countries. As a primary host nation, the Islamic Republic of Iran accommodates a significant population of Afghan immigrants, predominantly concentrated in urban areas. Given the scale of this population, the need for systematic management and organization has become increasingly essential. This study aims to identify appropriate strategies for organizing Afghan immigrants in the city of Yazd. Employing an exploratory sequential mixed-methods design, qualitative data were collected first, followed by quantitative data. In the qualitative phase, semi-structured in-depth interviews were conducted with a panel of experts and analyzed using thematic analysis. Based on these findings, 31 effective management strategies were identified and subsequently incorporated into a questionnaire administered to 21 key informants. In the quantitative phase, data were analyzed using Importance-Performance Analysis (IPA). The findings are structured within an Importance-Performance matrix consisting of five strategies in Quadrant I, ten in Quadrant II, eight in Quadrant III, and eight in Quadrant IV. The results indicate that the strategies in Quadrant II represent critical factors for effectively organizing immigrants within the host community; however, despite their high importance, their current implementation remains suboptimal. To effectively manage the presence of Afghan immigrants, priority should be given to revising burdensome regulatory frameworks, recruiting and admitting immigrants through official employment agencies, encouraging their financial investment in Iran, and actively fostering a sense of social belonging.
