With fertility decline, many studies focused on the ideal and actual number of children and the gap between them. This paper explores the gap between behavioral and attitudinal aspects related to fertility in Semnan, Hormozgan, and Kohgiluyeh and Boyer Ahmad provinces. The data for this study are drawn from a survey in these provinces in 2012. Information is related to 1149 married women aged 35-44 years. The result shows that the actual number of children is above the replacement level in three provinces. Both the actual and ideal number of children in Semnan province is lower than other provinces. Most women are able to meet their ideals and we see the met pattern in these provinces. Most women in Hormozgan and Kohgiluyeh and Boir Ahmad provinces report that the actual number of children is higher than the ideal number. Their main reason is unwanted pregnancy. According to this study consanguineous marriage, having more girls, illiterate and primary education, positive attitudes toward children benefits increase the likelihood of over-achieving fertility.
