تأثیر متغیرهای جمعیتی بر اندازه دولت در ایران طی سال‌های 1391-1358

چکیده

در ادبیات بخش عمومی دلایل نظری بسیاری برای توجیه افزایش مخارج دولت ارائه شده است که یکی از آن‌ها متغیرهای جمعیتی می‌باشد. در این راستا، هدف اصلی مقاله حاضر بررسی تأثیر متغیرهای جمعیتی بر اندازه دولت در ایران طی سال‌های 1391-1358 است. به این منظور از اطلاعات و داده‌های آماری 18 متغیر (شامل 6 متغیر جمعیتی: جمعیت کل، نرخ رشد جمعیت کل، تراکم جمعیت، درجه شهرنشینی، بار تکفل و جهانی‌شدن اجتماعی، 8 متغیر اقتصادی و 4 متغیر سیاسی) که براساس مبانی نظری و مطالعات تجربی بر اندازه دولت مؤثرند و رویکرد متوسط‌گیری بیزی، استفاده شده است. نتایج نشان می‌دهد که در بین متغیرهای جمعیتی تأثیر جمعیت کل با احتمال 955/0 (و ضریب مثبت) و بار تکفل با احتمال 522/0 (و ضریب مثبت) غیرشکننده و قوی می‌باشد. تأثیر سایر متغیرهای جمعیتی نیز بر اندازه دولت، شکننده و کم اهمیت است. بر این اساس می‌توان گفت که در بین متغیرهای جمعیتی، جمعیت کل و بار تکفل مهم‌ترین متغیرهای اثرگذار بر رشد مخارج عمومی در ایران می‌باشند.

چکیده [English]

There are many theoretical reasons in the literature of the public sector to justify increasing government spending. In this regard, the main objective of this paper is to evaluate the impact of demographic variables on the government size in IRAN during the years of 1979-2012. For this purpose the statistical data of 18 variables are used (6 demographic variables: total population, total population growth rate, population density, degree of urbanization, dependency ratio and social globalization, 8 economic variables and 4 political variables) that affect government size based on theoretical and empirical studies and Bayesian Averaging approach. The results show that among the demographic variables, total population with the possibility 0.955 (and positive coefficient) and dependency ratio with the possibility 0.522 (and positive coefficient) is a non-fragile and strong. The impact of other demographic variables on the government size is fragile and insignificant. On this basis, we can say that among the demographic variables, the total population and dependency ratio are the most important factors affecting the growth of public spending in Iran.
